This is the third papercraft model from Tomb Raider 2 I made shortly one after the other in 2005/2006, and which were the first papercraft models I made using Pepakura Designer!
(Before that, I simply made them by hand, which I still like to do from time to time ;o)

Yes, it would be fun to make a paper Lara like that! The in-game version is a lot simpler, due to technical limitations at that time of course, but it's part of the charm of those games. ;o)
Of course you can give a paper model any pose you like, but normally just that one pose; you can make poseable paper models too, with arms and legs etc. that you can move, but it will have some compromises to the shapes because paper behaves differently than a real human body of course (it can't stretch and contract as much ;o)
My papercraft LEGO minifigs can be posed just like the real ones, and many of my Advance Wars units have movable turrets and things, but my other papercraft characters are usually like you say only meant to stay in one position. ;o)
